Location, location, location. Most, if not all, tattoo artists design tattoos for the customers on the spot. They don’t usually hire someone to design the tattoos for them., which is how I have interpreted your question.
To me is sounds like you just want to design things. You are not going to have much luck just designing tattoos.
An awesome setup for a business would be to have a business that does a combination of tattoos, piercings, radical hair styles, and have a gift shop designed for people who are into all of that sort of thing. You could even incorporate it with a nail salon and massage therapy.
